Welcome to the How Did That Happen? Understanding Use of Force Events Through Systems Mapping for Better Process and Outcomes training course. We are still missing the point. WHAT happened is obvious and yet we spend most of our time looking at that part. It’s the HOW that we need to know and the amount and levels of information we ignore are critical to a full understanding of the force event. Systems mapping will be introduced and discussed as a means not only to internal improvements and understanding but as a means to helping citizens and partners gain a more accurate view of the influences and operations of police use of force events.
This course will also focus on areas including:
- Shifting focus from what happened to how it happened
- Using systems mapping to analyze use of force events
- Improving internal understanding and public transparency

Instructor: Commander Liam Duggan
William (Liam) Duggan is the Investigative/Administrative Commander with the Prior Lake Police Department in Minnesota. Cmdr. Duggan has a BS in Law Enforcement from Metropolitan State University-St. Paul and is a graduate of the Northwestern School of Staff and Command. He currently serves on the board of Advisors for the National Law Enforcement Firearms Instructors Association and as the Executive Director of Training and Development for the Special Operations Training Association. Cmdr. Duggan specializes in human performance factors analysis, training force options, firearms, arrest and control, and leadership development.
