Welcome to the Video Evidence Basics for the Police Use of Force Investigator training course. Video is used in 95% of all use of force casework, yet few agencies provide appropriate training for investigators to accurately evaluate the accuracy of their most prolific source of evidence. This session exposes investigators to proper acquisition techniques, preliminary evaluation of video files for accuracy and the many different issues that can occur regarding digital video evidence. Attendees will also be exposed to methods used to determine speed, motion and spatial relationships from video evidence surrounding use of force incidents.

This course will also focus on areas including:

  • Define video from a technical standpoint
  • Digital video evidence from the aspects of acquisition, playback, and analysis
  • Consideration of time, distance, speed, and motion in use of force incidents

Instructor: Detective Josh Guthrie

Detective Josh Guthrie is a 22 year veteran of a US state police agency. He is partner/owner of Force Analysis and Multimedia Review, LLC which provides services relative to the analysis of police use of force incidents from video evidence. Josh is an A.C.T.A.R. accredited collision reconstructionist and specializes in 3D laser scanning and reverse projection photogrammetry, and speed estimation from video data. Josh has served as a patrol officer, police instructor, and is currently assigned as a critical incident reconstructionist and multimedia specialist for his police agency. During his time as an instructor, he has trained thousands of law enforcement officers in collision reconstruction, scene analysis, and police use of force policy and tactics. He also provides court ready digital evidence demonstratives for numerous District Attorney offices.
