Eric Daigle
Principal Attorney, Daigle Law Group
Attorney Daigle specializes in Civil Rights litigation and Law Enforcement Operations Consulting. Attorney Daigle also conducts training on use of force standards, including electronic control weapons and responses to force/deadly force incidents. Attorney Daigle acts in his capacity as a Law Enforcement Consultant providing guidance and oversight to department command staff on operations, force response, and risk management. He has served as an expert witness in use of force cases and has reviewed use of force incidents around the country. Attorney Daigle serves as a member of independent monitoring teams and acts as an auditor in reviewing police department organizational compliance with procedural revisions directed or overseen by the Federal court system.

Matthew Botterbusch
Lieutenant, New Castle County Division
Lieutenant Matthew Botterbusch is a 26-year veteran with the New Castle County Division of Police in Delaware. He created and developed the first full-time dedicated Use of Force Review and Analysis Unit in the state of Delaware. Matthew has worked as a patrol officer, narcotics detective, SWAT team leader, Mobile Field Force, and drug recognition expert. With over 22 years of instructor experience, he has served as an instructor for use of force and control tactics, firearms, narcotics investigations, and tactical training for his agency. Matthew has served as a supervisor in patrol, narcotics, street crimes units, and as the Patrol Executive Officer. He has received certifications in force analysis through the Force Science Institute, Critical Incident Review, and Advanced Human Factors through the Association of Force Investigators. Matthew currently serves as the Use of Force Review Unit Commander and consults nationally regarding use of force review and analysis unit development.

Joseph Celetti
Captain, Hampden County Sheriff’s Office
Captain Joseph Celetti is a sixteen-year veteran and Assistant Director of Training for the Hampden County Sheriff’s Office in Ludlow, Massachusetts. Capt. Celetti has served in various roles including but not limited to Correctional Officer, Academy Commandant/Drill Instructor and SRT Operator. Capt. Celetti’s responsibilities include the supervision of two full-time Supervisors and four full-time Training Officers who train over 1,500 employees annually across four different facilities. Some of the training programs include the Cadet Training Program, Seasonal Correctional Staff Program, Monthly New Staff Orientation Programs, Basic Training Academy and Annual In-Service Training. One of Capt. Celetti’s recent tasks was the rewrite and implementation of new Use of Force policies and training. Capt. Celetti holds an Associate of Arts and Bachelors of Science in Business from the University of Phoenix. He holds dual-Instructor certifications from the Massachusetts Sheriff’s Association (MSA) and Municipal Police Training Committee (MPTC) in Defensive Tactics, Firearms, CPR/AED, First Responder, and Taser. Capt. Celetti is a POST Certified Deputy Sheriff. Capt. Celetti has received numerous commendations, to include the AJA Correctional Training Officer of the Year Award, Employee of the Quarter award, two Distinguished Service awards, four Employee of the Month awards, and three Professional Excellence award recognitions. Capt. Celetti retired from the Army National Guard as the First Sergeant for the 972nd Military Police Company after 21 years of service. He has deployed to Afghanistan (2003), Iraq (2009-2010), and Guantanamo Bay, Cuba (2014) and has responded to over 30 State of Emergency Activations to include the 2013 Boston Marathon Bombings and the 2020 Boston Riots and Protests.
Michael Creter
Lieutenant, Hartford Police Department
Michael Creter is a Lieutenant with the Hartford Police Department, serving the city for more than eighteen years. He is the currently commander of the Southwest District and the Street Crimes Units. He has worked in the patrol division as an officer and supervisor, and was an operator and team leader of the Emergency Response Team. He has been a full-time academy instructor, supervisor, or adjunct instructor for over thirteen years. Michael is a Master Instructor in the L.O.C.K.U.P. Arrest & Control system, training new and current instructors in the system throughout the country. As an instructor, Michael specializes in teaching Use of Force, Defensive Tactics, and Less Lethal Force Options. He also provides training, analysis and review for other police agencies and organizations.
Wayne DuBois
Undersheriff (Ret.), NTOA
A law enforcement administrator with more than 27 years of law enforcement experience and active SWAT team member for 25 years. During his career, Wayne has responded to, supervised, or been in command of hundreds of SWAT operations, including high risk warrant service, barricaded suspects, armed suicidal subjects, and hostage situations. Prior to law enforcement, Wayne served 4 years on active duty as a ground surveillance systems operator in the U.S. Army, including deployment to Southwest Asia for 6 months during Operation Desert Shield/Storm. Currently he runs a training and consulting company, Trinity Training & Consulting. Wayne retired as the Undersheriff at the Flathead County (MT) Sheriff’s Office (2019 to 2023) and SWAT Incident Commander for the Northwest Montana Regional SWAT Team (2019 to 2023). Wayne received the Medal of Valor for actions taken during a SWAT Operation and was named SWAT Officer of the Year and Police Officer of the Year by the Benton County Sheriff’s Office. Wayne serves as a Western Region Director for the National Tactical Officers Association (NTOA) and instructs in the NTOA’s Command Cadre. He is a certified force science analyst, realistic de-escalation instructor, emotional intelligence coach, and instructor in multiple disciplines related to tactics and SWAT. Wayne has also had two published articles on SWAT procedures and operations in a national publication, “The Tactical Edge.” Wayne holds an M.A. in Executive Leadership from Liberty University.

Retired Captain Spencer Fomby is the section chair for the National Tactical Officers Association Public Order Section and coordinated the creation of the NTOA Public Order Response and Operation Standards and the NTOA Public Order Basic Command Certification Course.
He is the former director of the Boise Idaho Police Department Training, Education, and Development Division. He was previously employed by the Berkeley Police Department in California for 20 years. He has held primary assignments in patrol, narcotics, and crime prevention. He was assigned to SWAT for 18 years as an entry team member, team leader, and tactical commander.
Spencer was the 2011 Berkeley Police Department Officer of the Year. He was the team leader of the 2013 Urban Shield SWAT Competition first place team. He was also a Visiting Fellow in Police Science at the University of Derby. Spencer earned a Bachelor of Arts degree in Administration of Justice from Howard University. Spencer is a full-time consultant and use of force expert witness.
Nicole Florisi

Nicole Florisi is currently a course instructor for Force Science. Previously, she worked as a Law Enforcement Subject Matter Expert for VirTra with a focus on communication, mental health, and resilience. She has worn many hats in her 20+ year career, from officer and sergeant to acting chief. She has worked patrol, investigations, and internal affairs. Her passion for communication led her to work as one of the lead SWAT negotiators for 17 years. Before her roles with Force Science and VirTra, Nicole was the executive director for a non-profit that provides services to survivors of domestic and sexual violence. She previously worked as a therapist for an integrated community healthcare agency focusing on crisis and trauma. She is still a sworn officer in AZ. Nicole has two post-master’s degrees, one in human factors psychology and one in trauma counseling, an M.S. in Professional Counseling, and a B.S. in Public Safety Administration and Emergency Management. She is currently working on her doctorate in Clinical Psychology.

Chief Ken Wallentine
Chief, West Jordan Police Department
Chief Ken Wallentine is the Chief of Police for the City of West Jordan. He is the President of the Utah Chiefs of Police Association. He has served as a Special Master in both state and federal civil rights consent decrees related to police operations. Chief Wallentine consults on use of force issues nationally and is in frequent demand as an expert witness in state and federal courts. A law enforcement officer since 1982, he has also been a practicing public attorney. As Senior Legal Advisor for Lexipol, he helped craft police operational policies for thousands of agencies in the United States.

With over 30 years in the criminal justice profession, Von worked as a civilian police officer, attorney, educator, and author. He was a senior policy attorney for Lexipol and is currently the Chief Executive Officer and Director of Consulting at Force Science.
Donald L. Leach, II, Ph.D.
Donald L. Leach II, Ph.D. Former Administrative Officer, Senior (Deputy Director) for Division of Community Corrections, Lexington, Kentucky. Served in the Marine Corps. Graduated University of Kentucky (Social and Political Theory), graduate work (Theory of Geography), doctorate (Public Administration.) Began corrections work as a Deputy Jailer in 1984. Designed, developed, and supervised the pre-service and in-service training programs, management information systems, and offender classification systems. Developed contracts for a variety of privatized jail services. Served as a jail management consultant for various agencies such as the National Institute of Corrections (NIC); American Jail Association (AJA): Voorhis-Robertson Justice Services; U.S. Department of Justice (DOJ); and the Netherlands Ministry of Justice. Provides consulting and expert services to jurisdictions across the United States in jail and prison management and operations. Active in implementing statewide jail risk management initiatives in South Carolina, Virginia, and Wisconsin. Served on the Board of Directors of AJA; the Institute for the Prevention of In-custody Death (IPICD) and currently on the Board of Americans for Effective Law Enforcement (AELE).
Vernon Riddick

West Hartford, CT Police Chief Vernon L. Riddick Jr. has been in public safety for 29 years, serving as the Chief of West Hartford since 2018. Prior to joining the West Hartford Police Department he served 24 years in the City of Waterbury, CT Police Department where he spent his last five years there as Chief. He earned a Bachelor’s Degree in Political Science from Tufts University and his Master’s Degree in Public Administration from Post University. Chief Riddick is a graduate of the Police Executive Research Forum’s Senior Management Institute of Police and the 79th Session of the FBI Law Enforcement Executive Development Seminar (LEEDS).
Chief Riddick is a former SWAT team commander and union e-board member. Currently, he is Vice-President of the Connecticut Police Chiefs Association (CPCA) and is a member of the Police Officer Standards and Training Council (POSTC) that oversees training and certification for police officers in the State of Connecticut. Lastly, Chief Riddick is the President of the Connecticut Chapter of the National Organization of Black Law Enforcement Executives (NOBLE) and he is an adjunct instructor at the University of New Haven.

Assistant Chief Lawrence A. Terra, Esq. is a highly trained and professionally diverse law enforcement officer, admitted to legal practice in the State of Connecticut. Chief Terra is currently an administrator at a medium sized Connecticut police department where he is responsible for the Administrative Services Division. With over thirty-six (36) years of experience comprised of sixteen (16) years as a municipal police officer and twenty (20) years as a Connecticut state trooper, in combination with his academia experience as a college educator and coupled with his Connecticut certification as a law enforcement trainer, he offers a unique wealth of knowledge and expertise as a member of the legal team and cadre of DLG subcontractors.
