Eric Daigle

Eric Daigle

Principal Attorney, Daigle Law Group

Attorney Daigle specializes in Civil Rights litigation and Law Enforcement Operations Consulting. Attorney Daigle also conducts training on use of force standards, including electronic control weapons and responses to force/deadly force incidents. Attorney Daigle acts in his capacity as a Law Enforcement Consultant providing guidance and oversight to department command staff on operations, force response, and risk management. He has served as an expert witness in use of force cases and has reviewed use of force incidents around the country. Attorney Daigle serves as a member of independent monitoring teams and acts as an auditor in reviewing police department organizational compliance with procedural revisions directed or overseen by the Federal court system.

Kevin Dillon

LOCKUP Police Training Systems

Lieutenant Kevin F. Dillon (Ret) is a twenty-five year veteran law enforcement officer, retired from the Wethersfield, CT Police Department which is a suburb of the state’s capi-tal, Hartford, CT. Lt. Dillon has served as Detective Commander, Patrol Commander and training supervisor. A SWAT team member since 1993, he served for six years as a Team Leader and his last 3 years as Commander of the regional thirty-five member SWAT team. (Capitol Region Emergency Services Team).  

Lieutenant Dillon is a National Academy graduate of the F.B.I. session 223, (Fall 2005) and is certified by the Force Science Institute for Analysis of Use of Force Incidents and certified by the Institute of Prevention of In-Custody Deaths for Use of force and Agitated States. Lt. Dillon is also a certified Litigation Specialist with A.E.L.E. Ameri-cans for Effective Law Enforcement. 

As an instructor of “SWAT” and police defensive tactics since 1988, Lt. Dillon has developed and teaches his L.O.C.K.U.P. ® Police Training System. L.O.C.K.U.P. ®, an acronym for “Law Officers Combat Kinetics, Unarmed Panoply is a comprehen-sive approach, based on gross motor skill concepts, that actually reduces injuries to citizens and officers. L.O.C.K.U.P. ® was adopted by the State of Connecticut (2004) and mandated as the only state certified system to be instructed is all CT Police Academies. L.O.C.K.U.P. ® has branched out to the over 20 states, Canada, France, Switzerland, Saipan and Belgium.  

Lieutenant Dillon also developed the L.E.A.D.S. -Law Enforcement Active De-Escalation Strategies curriculum course in 2007 with the program receiving national recognition. It has been presented to officers in the states of FL, CT, RI, MA, ND, MN, TN, MO, PA, MI, SD, CO, AK, CA, AZ, WY and NM. The L.E.A.D.S. curriculum has been reviewed and approved by the United States Department of Justice.  

Lt. Dillon has appeared on CNN, NPR and other radio talk shows. He is an expert contributor and columnists to Police-One.com, Police Magazine.com and In the Line of Duty.com . He has written and released his own video/DVD series called Police Combat Tactics Volumes 1 and 2 based on his L.O.C.K.U.P. ® empty hand fighting principals. Police Combat Tactics is listed as one of the top-ten best sellers sold throughout the world. Lieutenant Dillon was also inducted into the United States Martial Arts Hall of Fame in 2005.  

The FBI National Academy Associates – 2022 Science and Innovation Award was presented to Lieutenant Dillon for the development and implementation of L.O.C.K.U.P. Arrest and Control System and L.E.A.D.S. Law Enforcement Active De-escalation Strategies System. The L.O.C.K.U.P. ® training differen-tiated itself from other Defensive tactics programs being instructed throughout the country. L.O.C.K.U.P. ® is not a technique-based training system but the emphasis is on the actual collection of data on the use of force incidents, and detailed reporting to determine the effectiveness and needs assessments of the officers on the street. The L.E.A.D.S. De-escalation is fully integrated and interleaved with the L.O.C.K.U.P. Arrest and Control System. The training is designed to address circumstantial, contextual, or situational engagements.

Dr. Bill Lewinski, Ph.D

Dr. Lewinski is the co-founder and executive director of Force Science and a leading behavioral scientist whose work has focused on the study of human dynamics involved in life threatening encounters. He has presented at international, peer-reviewed conferences in psychology, criminal justice, and engineering. He has published 36 research articles in a dozen peer-reviewed, scientific journals – including the highest rated journals in ergonomics and psychology. He is a reviewer for eight journals, including Applied Ergonomics and an APA Journal. Dr. Lewinski has presented to diverse groups, ranging internationally from, New Scotland Yard, Royal Canadian Mounted Police, IACP, select task forces of the British House of Commons and House of Lords, Obama’s President’s Task Force on 21st Century Policing, General Council with Homeland Security, local, state, and national departments throughout North America and the United Kingdom. Twice he was invited as keynote speaker for international medical conferences in the UK on crisis decision making. He has testified in grand juries, coroners’ inquests, arbitration hearings, criminal and civil cases in North America, the UK and Australia.

Paul Taylor, PH.D.

Dr. Paul Taylor is a policing scholar who studies law enforcement decision-making, human factors, and system safety in the context of police interactions with the public. He is the founder and lead instructor for the Association of Force Investigators and regularly consults on complex court cases involving police and civilian use-of-force. Paul has over ten years of practical law enforcement experience including time as a department training manager, patrol sergeant, and use-of-force instructor. Paul has developed and delivered law enforcement related instruction for academy, field training, and advanced in-service audiences as well as graduate and undergraduate level courses. He is actively engaged in law enforcement research, training, and consulting across the United States and internationally.

Geoffrey Desmoulin Ph.D., R.Kin., P.L.Eng.

Dr. Desmoulin is the Principal of GTD Scientific Inc. GTD offers Biomechanical Consulting Services on behalf of clients throughout North America, as well as abroad. Focused practice areas include Injury Biomechanics, Incident Reconstruction and Physical Testing with a sub-specialty in the Science of Violence®. GTD has been retained in significant complex injury litigation cases involving municipal police department use of force, violent encounters and TASER International to name just a few examples. Furthermore, landmark testing and shooting reconstruction methodology developed by Dr. Desmoulin was recently upheld as reliable and admissible by the U.S. Federal District Court for the 9th District of California. This methodology has now been published in both magazine and scientific literature formats.

In addition, Dr. Desmoulin was selected from an international pool of applicants to be the science and engineering host for Viacom Networks hit television show “Deadliest Warrior”. In this high-profile position, he assessed engineering aspects, injury potential, and overall battlefield effectiveness of weapons used by warriors throughout history. The series filmed thirty-three episodes (1-hour format) and highlighted sixty-four warriors. Deadliest Warrior continues to air worldwide in over sixteen countries, and thirty- two different languages and is available in over 96 million homes in the United States alone.

Eric Atstupenas

Eric is the author of several law enforcement training materials and has been published in the Police Chief magazine, a monthly publication by the International Association of Chiefs of Police. He has also provided training to law enforcement executives on a variety of topics germane to the profession and has appeared as a speaker at conferences across the country. Eric has also worked extensively with Eric Daigle, Esq., the owner of Daigle Law Group, LLC, as a law enforcement consultant and trainer.
Lieutenant Matthew Botterbusch

Lieutenant Matthew Botterbusch

New Castle County Division of Police

Lieutenant Matthew Botterbusch is a 27-year law enforcement veteran and the architect behind Delaware’s first dedicated, full-time Use of Force Review and Analysis Unit. Matthew has worked as a patrol officer, undercover narcotics detective, SWAT team leader, Mobile Field Force team leader, and drug recognition expert. With over 23 years of instructor experience, he serves as the senior instructor for use of force and control tactics, as well as firearms, narcotics investigations, operational planning, and tactical operations at his agency, which has a strength of 415 sworn personnel. Matthew has served as a supervisor in patrol, narcotics, street crimes units, and as the Patrol Executive Officer. He has received certifications in force analysis and human performance through the Force Science Institute, Critical Incident Review, and Advanced Human Factors through the Association of Force Investigators. Additionally, Matthew provides outside agency instruction, consultation, and presentations nationwide on the key principles of human factors and forensic video analysis, force analysis unit development, as well as the best practices for use of force review and management. As an active law enforcement supervisor and analyst, Matthew is also the co-founder of First State Force Review LLC and serves as an advisory board member for the Association of Force Investigators.

Chief of Police Sean Case

Anchorage Police Department

Chief Case has been in law enforcement for over 25 years and is the current chief of the Anchorage Police Department.  Chief Case began his career with the Los Angeles Police Department and included diverse roles such as SWAT operator, K9 handler, School Resource Officer, Patrol Sergeant, Internal Affairs Investigator, and Commander. He has also served as Patrol Shift Commander and Captain of the Patrol, Inspection, and Administration Divisions. 

Chief Case holds a master’s degree in criminology from Indiana State University and a master’s degree in the Psychology of Leadership from Pennsylvania State University. He is also a graduate of the FBI National Academy. As a national trainer and speaker, Chief Case addresses critical issues such as use of force, internal affairs operations, and training evaluation. He has collaborated with numerous police departments to develop effective, impartial policies and is a board member of a non-profit victims’ advocacy organization. 

Primary Captain Joseph Celetti

Hampden County Sheriff’s Office, MA

Primary Captain Joseph Celetti is a seventeen-year veteran of the Hampden County Sheriff’s Office in Ludlow Massachusetts. During his first 5 years with the Sheriff’s Office, he had worked all security posts in our Maximum and Medium Security facilities as a Correctional Officer. In March 2012, he was selected for assignment to the Training Division as a Training Officer. He has risen through the ranks in the Training Division and recently was promoted to Primary Captain, Director of Training in May of 2024. P.Capt. Celetti’s duties include the supervision of two full-time Supervisors, four full-time Training Officers and two Administrative Staff. He supervises and assists his staff with training, facilitating, and coordinating the Sheriff’s Office Cadet Training Program, Seasonal Correctional Staff Program, Monthly New Staff Orientation Programs, Annual In-Service Trainings, Basic Training Academy and has served on the Sheriff’s Office’s esteemed Honor Guard and Special Response Team.

P.Capt. Celetti holds a Bachelor of Science in Business from the University of Phoenix. He is a certified Massachusetts Sheriff’s Association (MSA) Use of Force, Defensive Tactics, Edged Weapons, Ground Defense and Oleoresin Capsicum Instructor Trainer and is a certified Massachusetts Municipal Police Training Committee’s (MPTC) Lead Firearms Instructor, MSA and MPTC Medical Instructor, and TASER Instructor. He is a POST certified Deputy Sheriff completing the Massachusetts (MPTC) Reserve Intermittent Police Academy and MPTC Bridge Academy and has attended the Basic SWAT Course, MSA and MPTC Instructor Development Courses, ALERRT Active Shooter Train-the-Trainer Course, and VALOR training sponsored by the Bureau of Justice Assistance.

P.Capt. Celetti has received numerous commendations, to include the AJA Correctional Training Officer of the Year Award, Employee of the Quarter award, two Distinguished Service awards, four Employee of the Month awards, and three Professional Excellence award recognitions.

P.Capt. Celetti served in the Army National Guard for over 21 years. He retired in 2022 as the First Sergeant for the 972nd Military Police Company. He has deployed to Afghanistan (2003), Iraq (2009-2010), and Guantanamo Bay, Cuba (2014). P.Capt. Celetti utilized his training background to prepare his Soldiers for their duties in Detention Operations, Civil Disturbance and Military Policing.

Lieutenant Michael Creter

Michael Creter is a Lieutenant with the Hartford Police Department, serving the city for more than nineteen years. He is currently the Department Advocate and Emergency Response Team Commander. In his career he has served as an officer and supervisor of various divisions and units including the Emergency Response Team, Street Crimes Unit, and the Training Academy. He has been a Community Services Commander, Commander of the Inspections Unit, and Commander of the Street Crimes Unit. He has been a full time or adjunct instructor for the Police Academy for more than thirteen years and is a Master Instructor in the L.O.C.K.U.P. Police Training System, training new and current instructors throughout the country. As an instructor Michael specializes in teaching Use of Force, Defensive Tactics, and Less Lethal Force Options. He also provides training, analysis and review for other police agencies and organizations

Commander (R) Jeffrey S Selleg

National Tactical Officer's Association

Jeff Selleg worked in law enforcement from 1996 to 2022 and retired as a Commander from the Port of Seattle, WA, Police Department. He served as a member of Valley Regional SWAT from 2000 to 2022, starting on the entry team and further serving as an explosive breacher, sniper, sniper team leader, entry team leader, and team commander. Jeff served as a patrol and administrative services commander with collateral duty commands over the Explosive Detection Canine Unit, the Bomb Disposal Unit, and SWAT. He holds certifications as an instructor in most of the disciplines associated with tactical operations.  

Jeff volunteered as a member of the Washington State Tactical Officer’s Association Board of Directors from 2007 to 2020, including several years as president. He served as an advisor to the National Institute of Justice – Tactical Technology Working Group for the Department of Justice. He served twice as an NTOA’s National SWAT Standards Review Committee member. He assisted the NTOA as a committee member in designing the NTOA’s Command College curriculum and currently serves as the Committee Chair of the NTOA’s Tactical Leadership Committee. Jeff facilitates most of the NTOA’s tactical leadership courses and many other specialty courses. He holds a Bachelor of Science degree in Accounting from Saint Martin’s University and a Master of Arts degree in Organizational Leadership from Chapman University. Jeff has completed his coursework to earn his Doctorate of Education in Organizational Leadership through Northeastern University in Boston. Jeff earned graduate certificates in Executive Leadership from Cornell University and Project Management from Harvard University. 

Liam Duggan

Chief, Calibre Press

His career began in 1997 with the Burnsville (MN) Police Department before being hired by the St. Paul Police Department 2011 and now the metro area suburb of Prior Lake. Liam has served in leadership roles for investigations, patrol, vice/narcotics, SWAT, undercover operations, and training. Cmdr. Duggan has a BS in Law Enforcement and is a graduate of the Northwestern School of Staff and Command. He is one of only two police officers in the world accepted to graduate studies in Human Factors and Safety Systems study through Lund University in Sweden. He serves on the board of Advisors for the National Law Enforcement Firearms Instructors Association and as the Director of Training and Development for the Special Operations Training Association. Cmdr. Duggan is a Sr. National instructor for Calibre Press, LouKa Tactical and KFD Consulting and specializes in human performance factors analysis, training force options, firearms, arrest and control, and leadership development. Additionally, he is a certified Advanced Specialist in the Behavioral Analysis of Force Encounters through the Force Science Institute and consults as an expert witness in use of force incidents and policing best practices at the Federal and State levels.

Captain (Ret.) Spencer Fomby

National Tactical Officers Association

Retired Captain Spencer Fomby is the section chair for the National Tactical Officers Association Public Order Section and coordinated the creation of the NTOA Public Order Response and Operation Standards, the NTOA Public Order Basic Command Certification Course, and the NTOA Public Order Grenadier Workshop. He is the former director of the Boise Idaho Police Department Training, Education, and Development Division. He was previously employed by the Berkeley Police Department in California for 20 years. He has held primary assignments in patrol, narcotics, and crime prevention. He was assigned to SWAT for 18 years as an entry team member, team leader, and tactical commander. Spencer was the lead Berkeley Police Department public order instructor. He was responsible for equipment selection, tactical training, less-lethal weapon selection, chemical agent selection and deployment, and mission planning.

Spencer was the 2011 Berkeley Police Department Officer of the Year. He was the team leader
of the 2013 Urban Shield SWAT Competition first-place team. Spencer earned a Bachelor of Arts in Administration of Justice from Howard University. He is the author of the chapter on public order use of force in the international anthology Public Order Policing: A Professional’s Guide to International Theories, Case Studies, and Best Practices. Nicole Florisi

Nicole brings an extraordinary blend of expertise as an educator, police officer, and therapist, delivering frontline instruction in de-escalation, crisis communication, and force encounter investigations. With over 25 years of service, Nicole has excelled in roles from communications specialist and patrol officer to investigator and acting chief. She has also served as a Law Enforcement Subject Matter Expert at VirTra and as Executive Director of the Verde Valley Sanctuary, where she supported victims of sex trafficking, sexual violence, and domestic violence. Currently pursuing a doctorate in clinical psychology, Nicole’s academic background includes two post-master’s degrees in Human Factors Psychology and Trauma Counseling, an M.S. in Professional Counseling, and a B.S. in Public Safety Administration and Emergency Management.

Carrie Hill

Chief Jail Advisor, National Sheriffs’ Association

Carrie Hill is an attorney and national criminal justice consultant. She has dedicated her thirty-year career in providing criminal justice consulting and professional development seminars in correctional law to educate and empower those working in the correctional industry. She is the Chief Jail Advisor for the National Sheriffs’ Association and the Executive Director for the Massachusetts Sheriffs’ Association.

Attorney Ronald J. Pugliese Jr

Ronald “Jay” Pugliese Jr. is an attorney and twenty-year veteran police officer. Jay retired in 2020 with the rank of Sergeant but spent most of his career handling criminal investigations. During his tenure as a police officer, Jay worked on major crimes, a cold case homicide, financial crimes, and arson cases. He was also the department’s computer forensics examiner, cell phone forensics examiner, and video forensics examiner. Jay now works as an attorney specializing in labor and employment law, and much of his practice is dedicated to representing police officers and police unions. Additionally, Jay is a certified Force Science Analyst, making him well-suited to assist law enforcement officers involved in a shooting or serious use of force incident.

Attorney Joseph Race

Joseph Race is an Associate Attorney with the Daigle Law Group and specializes in policy and accreditation issues. Mr. Race recently retired as a Captain of the Madison (CT) Police Department where he commanded the Administrative Division. During his time in Madison, Mr. Race successfully led the Madison Police Department to dual CALEA Accreditation for Law Enforcement and Public Safety Communication as well as State of Connecticut Tier III Accreditation. Mr. Race is actively involved in accreditation and currently serves as a CALEA Assessment Team Leader. Mr. Race is a graduate of the Quinnipiac University School Law and is a practicing member of the Connecticut state bar as well as the U.S. District Court for the District of Connecticut. Mr. Race is a graduate of the Southern Police Institutes 76th Command Officers Development Course and the 270th Session of the FBI National Academy. Mr. Race is also proud United States Marine Corps veteran.

Lewis 'Von' Kliem, Esq.

With over 30 years in criminal justice, Von’s career spans roles as a civilian police officer, attorney, educator, and author. He serves as Chief Consulting and Communications Officer at Force Science and is a global litigation consultant in high-profile use-of-force cases. Von is a renowned police practices and legal expert, having trained and consulted with countless federal, state, and local law enforcement agencies. As an Army Judge Advocate (Retired), he specialized in military justice and helped shape DoD and Army use-of-force policy. Von holds degrees in Crime and Delinquency Studies (BGS), Criminal Justice Administration (MCJ), Law (J.D.), and post-doctorate Law (LL.M.). He is licensed to practice law in VA and KS. 

Donald L. Leach, II, Ph.D.

Former Administrative Officer, Senior (Deputy Director) for Division of Community Corrections, Lexington, Kentucky. Served in the Marine Corps. Graduated University of Kentucky (Social and Political Theory), graduate work (Theory of Geography), doctorate (Public Administration.) Began corrections work as a Deputy Jailer in 1984. Designed, developed, and supervised the pre-service and in-service training programs, management information systems, and offender classification systems. Developed contracts for a variety of privatized jail services. Served as a jail management consultant for various agencies such as the National Institute of Corrections (NIC); American Jail Association (AJA): Voorhis-Robertson Justice Services; U.S. Department of Justice (DOJ); and the Netherlands Ministry of Justice. Provides consulting and expert services to jurisdictions across the United States in jail and prison management and operations. Active in implementing statewide jail risk management initiatives in South Carolina, Virginia, and Wisconsin. Served on the Board of Directors of AJA; the Institute for the Prevention of In-custody Death (IPICD) and currently on the Board of Americans for Effective Law Enforcement (AELE).

Chief of Police Vernon Riddick

West Hartford Police Department

West Hartford, CT Police Chief Vernon L. Riddick Jr. has been in public safety for 29 years, serving as the Chief of West Hartford since 2018.  Prior to joining the West Hartford Police Department he served 24 years in the City of Waterbury, CT Police Department where he spent his last five years there as Chief.  He earned a Bachelor’s Degree in Political Science from Tufts University and his Master’s Degree in Public Administration from Post University. Chief Riddick is a graduate of the Police Executive Research Forum’s Senior Management Institute of Police and the 79th Session of the FBI Law Enforcement Executive Development Seminar (LEEDS).

Chief Riddick is a former SWAT team commander and union e-board member. Currently, he is Vice-President of the Connecticut Police Chiefs Association (CPCA) and is a member of the Police Officer Standards and Training Council (POSTC) that oversees training and certification for police officers in the State of Connecticut. Lastly, Chief Riddick is the President of the Connecticut Chapter of the National Organization of Black Law Enforcement Executives (NOBLE) and he is an adjunct instructor at the University of New Haven.

Corporal Kevin Selverian

Pennsylvania State Police

Kevin Selverian is a 28-year veteran of the Pennsylvania State Police. Kevin co-founded the department Use of Force Section and currently serves as a Use of Force Specialist. He has trained thousands of officers, civilians, and legal professionals regarding arrest and control techniques, the lawful application of force, and recognized use of force investigative strategies. He has conducted numerous comprehensive analyses related to a variety of application of force cases and provided expert testimony pertinent to use of force concerns in criminal, civil, and administrative venues. Kevin is certified as an Advanced Specialist in the Behavioral Analysis of Force Encounters by the Force Science Institute. He has also received certification in Advanced Human Factors for Force Investigations and Analysis from the Association of Force Investigators. Additionally, Kevin holds the positions of partner and analyst at Force Analysis and Multimedia Review, LLC., and serves as an advisory board member for the Association of Force Investigators.

Lawrence Terra

Assistant Chief, West Hartford Police Department

Assistant Chief Lawrence A. Terra, Esq. is a highly trained and professionally diverse law enforcement officer, admitted to legal practice in the State of Connecticut. Chief Terra is currently an administrator at a medium sized Connecticut police department where he is responsible for the Administrative Services Division. With over thirty-six (36) years of experience comprised of sixteen (16) years as a municipal police officer and twenty (20) years as a Connecticut state trooper, in combination with his academia experience as a college educator and coupled with his Connecticut certification as a law enforcement trainer, he offers a unique wealth of knowledge and expertise as a member of the legal team and cadre of DLG subcontractors.

Terri Wilfong

Terri Wilfong served as the Chief of Police in the City of Greenville, South Carolina after a seven-year tenure. As the Chief of Police, the agency was the first in the state of South Carolina to implement a Crisis Intervention Team. The agency of 250 persons is recognized as one of the top ten cities to live in the United States.
During 30 + year in law enforcement, she has previously served in the Jefferson County Sheriff’s Department, Kentucky State Police, and the Jefferson County Police Department. Terri was assigned to multiple units including Criminal Investigation, Internal Affairs, Accreditations Manager, and the Hostage Negotiations Team. In 2003, the Jefferson County Police Department and the Louisville Division of Police were merged into the new Louisville Metro Police Department. Terri was selected to serve as a Lieutenant Colonel in the first command staff of the Louisville Metro Police Department. She was assigned to the operations division including the Patrol Division, Specialty Divisions, and the Kentucky Derby.
She currently is a Master Instructor with the FBI-LEEDA teaching the Trilogy, Internal Affairs, and the Reflective Leadership. Terri is a Law Enforcment Consultant for Daigle Law Group with the responsibility of reviewing and revising law enforcement policies and procedures to maintain and reflect constitutional police practices regarding the use of force legal standards, training and investigations involving the use of force. She is a Law Enforcement Consultant for Lockup Police Training Systems and provides training in communication skills, evidence based active de-escalation strategies and Fair and impartial policing. Terri is a certified law enforcement trainer for the Department of Criminal Justice Training (DOCJT) in the Commonwealth of Kentucky.

Brian Zawilinski

Captain (Ret.), Connecticut Department of Correction

Mr. Zawilinski is a retired Investigator from the CT Department of Correction. He retired at the rank of Captain and served as the agency’s subject matter expert on use of force for over a decade – often being called upon to review and determine if such incidents required additional investigation. For over twenty-five years, he served as an Instructor or Instructor-Trainer in various topics to include Administrative Investigations, Firearms, Tactical Operations, Leadership, Defensive Tactics, Use of Force/Legal Aspects, Chemical Weapons, Baton and as an adjunct instructor for the agency’s Fugitive Recovery Team (FRT). He is a certified Force Science analyst and has received certifications from several organizations that specialize in interview and interrogation techniques, de-escalation tactics, psychology of conflict, use of force and legal aspects. He is currently the owner/principal consultant of Custody Consulting LLC which offers expert witness, policy/curriculum review and training in correctional based applications.

Kenneth E. Lott

NW Regional Use of Force/CDT Lead Instructor for the Washington State CJTC - Bellingham Washington Police Department

My name is Kenny Lott, and I am a police officer in the state of Washington. I began my career in San Jose California in 2005 before lateralling up to Washington state in 2013. Currently I serve as the states NW regional use of force and control/defensive tactics lead instructor, while also serving as a TAC officer at the NW regional BLEA in Arlington WA. Over the course of my nearly 20 years in the law enforcement profession I have served in various capacities. Some of these responsibilities included patrol, patrol supervisor, SWAT team member (15 years), JTTF liaison to the Bay Area CT division of the San Jose field office, and I hold several certifications as a lethal and less lethal munitions instructor, defensive tactics instructor, and basic use of force analyst from organizations such as CA P.O.S.T., WA CJTC, DHS, WSTOA, NTOA and the Force Science Institute. Lastly, I served in the United State Army Reserve (1992-2000), hold a master’s degree in education with an emphasis on adult education and training design from Colorado State University, and have black belts in both Judo and Brazilian Jiujitsu.

Lt. Collin M. Congleton, JD

Jersey City Police Department

Lt. Collin Congleton has been in law enforcement for 22 years and worked as a Corrections Officer & Sheriff’s Officer prior to moving to the Jersey City Police Department in 2007. Throughout his career, he has worked numerous assignments including patrol, Street Crimes/Violent Crimes Squad, training officer, negotiator, and academy instructor. Most recently he was tasked with creating and commanding the Force Investigations Unit, the first of its kind in NJ, responsible for the review and analysis of all use of force and pursuit incidents in the second largest city in New Jersey.  

Collin earned his Juris Doctorate from Rutgers School of Law where he was awarded the Judge J. Skelly Wright Prize for contributions to civil rights. He holds a Bachelor’s Degree in National Security Studies from NJCU and is a Rutgers University Certified Public Manager. Additionally, he has completed the FBI Hostage & Crisis Negotiator course; the Force Science Certification course; numerous advanced and instructor level courses in use of force, defensive tactics, force investigations and analysis, and human performance factors; and many other law enforcement qualifications/certifications. In addition to his work in Jersey City, Collin teaches several courses pertaining to case law and use of force to officers throughout NJ and the United States. 

Collin is also a proud veteran of the United States Marine Corps and served two combat tours in Iraq as Infantryman. 

Captain Christian Cory

Wichita Police Department/Project Aletheia – John Jay College of Criminal Justic

Captain Christian Cory has dedicated over 25 years to serving with the Wichita Police Department, where he currently leads the Crimes Against Persons Bureau within the Investigations Division. With an extensive background in various high-stakes roles, including the Homicide Section, Domestic Violence/Sex Crimes Section, Gang/Felony Assault Unit, and the Crisis Negotiation Team. Captain Cory has developed a deep expertise in investigations and law enforcement leadership. 

Captain Cory holds a B.S. in Criminology from Kansas State University and an M.A. in Forensic Psychology from the University of North Dakota. As a National Institute of Justice Law Enforcement Advancing Data & Science (LEADS) Scholar, an Executive Fellow at the National Policing Institute, and Co-Director of Project Aletheia at John Jay College of Criminal Justice, Captain Cory is a leading advocate for the incorporation of evidence-based practices into law enforcement best practices. 

Captain Cory has significantly influenced the Wichita Police Department’s approach to interviews and investigations, successfully implementing a science-based interviewing curriculum that has been officially adopted department-wide. His collaborative efforts as an agency coordinator with researchers have led to several pivotal studies, including a field validation study on science-based interviewing, projects on proximity-based evidence disclosure, resistance in interviewing, alternative response models for patrol, and interventions in domestic violence cases.
