Welcome to the Effective Leadership training course. This program equips law enforcement supervisors with the knowledge and skills to lead effectively in critical moments.

Chief Vernon Riddick provides insight into how policy, training, and supervision shape the aftermath of significant use-of-force incidents. Going beyond textbook guidelines, he explores real-world leadership challenges, including decision-making, fairness vs. equality, trauma management, and navigating internal and external relationships.

Assistant Chief Lawrence Terra examines the critical role of communication in policing, emphasizing how deteriorating interpersonal skills contribute to use-of-force incidents. This session provides practical strategies to enhance communication, foster empathy, and achieve safer, more effective conflict resolution in both professional and personal interactions.

This course will also focus on areas including:

Instructors: Chief Vernon Riddick, Assistant Chief Lawrence Terra

West Hartford, CT Police Chief Vernon L. Riddick Jr. has been in public safety for 29 years, serving as the Chief of West Hartford since 2018.  Prior to joining the West Hartford Police Department he served 24 years in the City of Waterbury, CT Police Department where he spent his last five years there as Chief.  He earned a Bachelor’s Degree in Political Science from Tufts University and his Master’s Degree in Public Administration from Post University. Chief Riddick is a graduate of the Police Executive Research Forum’s Senior Management Institute of Police and the 79th Session of the FBI Law Enforcement Executive Development Seminar (LEEDS).

West Hartford, CT Assistant Chief Lawrence A. Terra, Esq. is a highly trained and professionally diverse law enforcement officer, admitted to legal practice in the State of Connecticut. He has served as a command level Connecticut state trooper, a federal law enforcement officer and now as a municipal police department administrator. Lawrence Terra also serves as a certified Police Officer Standards and Training Council legal trainer and an Associate College Professor.
