Welcome to the CT Introduction to Human Trafficking Training Course. This course, presented by retired Connecticut State Trooper Art Walkley, provides a comprehensive overview of human trafficking in Connecticut. Over the span of an hour, it explores key topics including relevant legislation, the types and prevalence of trafficking in the state, pathways to victimization, and the identification of traffickers and buyers. The course also examines the personal impact on victims, the economic scale of the crime, and the challenges of recognizing and supporting those affected. It highlights the internet’s role in facilitating trafficking and offers practical guidance for law enforcement on investigation techniques, victim support, and legal response. Importantly, the course underscores the critical differences between trafficking victims and prostitutes—particularly when minors are involved—and calls for a compassionate, coordinated approach to effectively address this complex issue.

This course will also focus on areas including:

  • Understand the types and scope of human trafficking in Connecticut, including the role of the internet.
  • Learn to identify and support victims, especially minors, and distinguish them from offenders.
  • Explore effective investigation techniques and coordinated law enforcement responses.
