Welcome to the Crowd Control & Management: Legal, Policy, and Operations training course. This course offers a full review of the legal, policy, and operational aspects of crowd control and management through training from the DLG 2021 First Amendment Summit. Attorney Eric Daigle dives into the legal and policy guidelines and questions, while Captain Spencer Fomby of the Boise Police Department covers operational considerations and policing political protests.

Instructor: Captain Spencer Fomby

Captain Spencer Fomby is the director of the Boise Police Department Training, Education, and Development Division. He was previously employed by the Berkeley Police Department for 20 years. He has held primary assignments in patrol, narcotics, and crime prevention. He was assigned to the department’s SWAT team for 17 years. He has been an entry team member, team leader, and tactical commander.
