The Body-Worn Camera course aims to provide a comprehensive understanding of the issues surrounding body-worn cameras in law enforcement, including history, areas of concern, legal and privacy issues, policy development and application, retention concerns, and the use of force video footage review. By the end of the module, learners will be able to identify reasons for implementing body-worn camera  policies, understand potential consequences of an officer turning off their body-worn camera , identify limitations and potential enhancements of body-worn cameras, identify potential issues with relying on and reviewing body-worn camera footage, and understand the difference in “recordable” versus “releasable” information in relation to body-worn cameras and other recording devices used by law enforcement. They will learn the implications of utilizing body worn cameras and be able to craft their own opinions on the issue.

This course will also focus on areas including:

  • Understanding the legal First Amendment Standards related to recording the police.
  • Clarifying right of the public to record government operations.
  • Discussing the interpretation of the word interfering.

Instructors: Attorney Eric Daigle and Attorney Joseph Race

Attorney Daigle focuses on evaluating and providing policy and training on areas of increased liability for departments across the country. Attorney Daigle’s keynote focuses on understanding current trends in legal standards, operational standards, and community concern. More importantly, the intersection between these topics to provide departments evaluation and recommendations to move forward.

Joseph Race is an Associate Attorney with the Daigle Law Group and specializes in policy and accreditation issues. Mr. Race recently retired as a Captain of the Madison (CT) Police Department where he commanded the Administrative Division. During his time in Madison, Mr. Race successfully led the Madison Police Department to dual CALEA Accreditation for Law Enforcement and Public Safety Communication as well as State of Connecticut Tier III Accreditation. Mr. Race is actively involved in accreditation and currently serves as a CALEA Assessment Team Leader. Mr. Race is a graduate of the Quinnipiac University School Law and is a practicing member of the Connecticut state bar as well as the U.S. District Court for the District of Connecticut. Mr. Race is a graduate of the Southern Police Institutes 76th Command Officers Development Course and the 270th Session of the FBI National Academy. Mr. Race is also proud United States Marine Corps veteran.
