Welcome to Overcoming Hurdles to Success in Force Investigations training course. This session will examine the many challenges, both internal and external to a unit or agency, that arise in force investigations. Using recent cases as examples to frame the conversation, we will discuss common issues that arise during and after use of force incidents and investigations, and how to anticipate, prevent, and remediate them. Time will be allotted for attendees to raise and discuss novel challenges that they have encountered.

This course will also focus on areas including: 

  • Investigation Challenges: Internal and external issues.
  • Case Examples: Lessons from recent incidents.
  • Peer Discussion: Share and solve real challenges.

Instructor: Lt. Collin M. Congleton, JD, CPM

Lt. Collin Congleton is a 22-year law enforcement veteran currently serving with the Jersey City Police Department. He has held roles in patrol, Street Crimes, training, negotiation, and academy instruction. He created and leads New Jersey’s first Force Investigations Unit, overseeing all use of force and pursuit reviews in Jersey City. A U.S. Marine Corps veteran with two combat tours in Iraq, Collin holds a J.D. from Rutgers Law, a B.A. in National Security Studies, and is a Certified Public Manager. He is extensively trained in use of force, investigations, and human performance, and regularly teaches officers across the U.S. on case law and force-related topics.
