Eric Daigle

Eric Daigle

Principal Attorney - Daigle Law Group

Attorney Daigle specializes in Civil Rights litigation and Law Enforcement Operations Consulting. Attorney Daigle also conducts training on use of force standards, including electronic control weapons and responses to force/deadly force incidents. Attorney Daigle acts in his capacity as a Law Enforcement Consultant providing guidance and oversight to department command staff on operations, force response, and risk management. He has served as an expert witness in use of force cases and has reviewed use of force incidents around the country. Attorney Daigle serves as a member of independent monitoring teams and acts as an auditor in reviewing police department organizational compliance with procedural revisions directed or overseen by the Federal court system.

Christopher Workman

Chief of Police - Cheswold Police Department

Chief Christopher Workman is a law enforcement executive with over 20 years of law enforcement experience, advancing from a part-time patrol officer to various leadership roles in Delaware, and currently serving as the Chief of Police for the Town of Cheswold.  

During that time he has developed competencies in public safety, violence prevention, grant writing and administration, emergency management, training and education, police technology, consulting, networking and collaboration. 

Committed to the art of learning and networking with dedicated leaders across the nation Chief Workman serves the 2nd Vice-President of the FBI-LEEDA Executive Board, is the current Vice-Chair of the International Association of Chiefs of Police (IACP) Smaller Department Section, on the advisory council of the Rural Justice Collaboration, is a founding board member of the Small & Rural Law Enforcement Executives Association (SRLEEA), and a member of the Delaware Association of of Chiefs of Police. 

Jessica Tyler

General Manager, Professional Standards Software – PowerDMS

Jessica Tyler joined PowerDMS in 2022 and is a retired Deputy Chief of Police. During her twenty-year career, she spent time overseeing all divisions of law enforcement to include patrol, investigations, and professional standards. She also worked on Department of Justice reforms during her time at the Albuquerque Police Department serving as the Major over the Professional Accountability Bureau, which included overseeing recruitment, training, use of force investigations and internal affairs. She also has extensive experience in accreditation. She has served as an accreditation manager, an accreditation program manager for New Mexico Counties, and a Partner Success Manager supporting accreditation programs across the country. She is currently the General Manager of Professional Standards Solutions. She holds a BA in Criminology and Psychology and a MA in Public Administration, both from the University of New Mexico. 

Brent Berkley

Director, Strategic Relationships - Axon Enterprise

Brent Berkley is an internationally-recognized expert on criminal justice practice and policy—providing thought leadership, training, sales mentoring and management, capacity building, government affairs, and technical assistance to many state and local governments both domestically and abroad. Mr. Berkley has spent over 30 years involved in the criminal justice system—first as a defense attorney, then for over a decade as a front-line prosecutor in Utah handling cases as varied as speeding tickets, narcotics, and capital homicide. He has worked for city, county, state, and federal prosecution offices.  

Prior to joining Axon in 2015, he spent seven years as a program director for the National District Attorneys Association, focusing on innovative mechanisms for crime reduction and prosecution; emphasizing technology in the courtroom.  

At Axon, Mr. Berkley has been instrumental in the creation and expansion of the Axon Justice team, which provides software and technology solutions for criminal attorneys and their staff. Mr. Berkley has been deeply involved in many future-thinking projects over his career and currently focuses on AI-driven advances for criminal justice and the ethical and practical considerations for technology in criminal legal practice. 

Tim Conner

Tim Conner is the General Manager of IAPro at Versaterm, overseeing the development and integration of software solutions for professional standards. With over 20 years of experience in the public safety market, Conner has played a key role in enhancing the capabilities and efficiency of IAPro, BlueTeam, EIPro, Public Portal and MakeNote solutions. 

Conner began his career in 1998, focusing on software development and data integration. His leadership and dedication have been pivotal in advancing the IAPro suite into an industry-leading platform. He holds a Bachelor of Science in Computer Science from Anna Marie College.

Scott MacDonald

Co-Founder/President - GovWorx

Scott has spent his entire career developing and delivering technology exclusively for law enforcement as well as the broader public safety community. For more than 25 years he has lead product teams in RMS, CAD, Professional Standards and more for Motorola, TriTech and PowerDMS. Most recently, Scott co-founded GovWorx and launched a suite of AI-driven products that help frontline supervisors evaluate and coach their teams while reducing admin time and providing insights into critical parts of an agency’s operations.

Eric R. Atstupenas, Esq.

General Counsel - Massachusetts Chiefs of Police Association

Eric Atstupenas presently serves as the General Counsel for the Massachusetts Chiefs of Police Association.  He is licensed to practice law in Massachusetts, Rhode Island, and Connecticut. 

Eric comes from a law enforcement family and has a passion for the advancement of the law enforcement profession and those in it.  He has spent his career immersing himself in all areas of the law which impact law enforcement professionals.  He serves as the Chair of the  IACP Legal Officers Section board, editorial advisor for the IACP Police Chief magazine, member of the IACP Committee on Human and Civil Rights, an associate member of the Central Massachusetts Chiefs of Police Association, and serves on the Board of Directors for the Municipal Police Institute, Inc., a non-profit organization dedicated to providing training to law enforcement in Massachusetts.  

Eric is the author of several law enforcement training materials and has been published in the Police Chief magazine, a monthly publication by the International Association of Chiefs of Police.  He has also provided training to law enforcement executives on a variety of topics germane to the profession and has appeared as a speaker at conferences across the country.  Eric has also worked extensively with Eric Daigle, Esq., the owner of Daigle Law Group, LLC, as a law enforcement consultant and trainer.

Kevin A. Connolly

Detective Sergeant - Barnstable Police Department

Detective Sergeant Kevin Connolly has been an instructor with MPI since 2018 and leads several classes on digital evidence and investigations.  He is a 24-year veteran of the Barnstable Police Department and has been federally deputized by the United States Marshalls as a US Secret Service Task Force Officer assigned to the New England Cyber Fraud Task Force.  As an expert in his field, he has participated in and initiated both state and federal investigations to include homicides, sexual assaults, and child exploitation cases.  He has also participated in two Title III federal wire-tap cases that targeted and dismantled high-level drug trafficking organizations on Cape Cod. 

Based on his participation in several of these investigations he has received an Investigative Achievement Award from the United States Attorney’s Office and a Certificate of Special Congressional Recognition from the United States Congress.  He has instructed over 1,000 students on the subject of digital evidence and investigations as well as lectured at both the Federal Law Enforcement Training Center in Georgia and the National Cyber Crime Conference. 

Joseph Race

Associate Attorney, Daigle Law Group

Joseph Race is an Associate Attorney with the Daigle Law Group and specializes in policy and accreditation issues. Mr. Race recently retired as a Captain of the Madison (CT) Police Department where he commanded the Administrative Division. During his time in Madison, Mr. Race successfully led the Madison Police Department to dual CALEA Accreditation for Law Enforcement and Public Safety Communication as well as State of Connecticut Tier III Accreditation. Mr. Race is actively involved in accreditation and currently serves as a CALEA Assessment Team Leader. Mr. Race is a graduate of the Quinnipiac University School Law and is a practicing member of the Connecticut state bar as well as the U.S. District Court for the District of Connecticut. Mr. Race is a graduate of the Southern Police Institutes 76th Command Officers Development Course and the 270th Session of the FBI National Academy. Mr. Race is also proud United States Marine Corps veteran.
